Her personal story

Yulia was born in Ukraine and made an Aliya to Isreal in 1996. Yulia or as she was called by her dearest, "Julie", married Shmulik and the couple had two children, Shirel and Liron. Her children and her family were her everything.

After graduation, Julia acquired a higher education and has two academic degrees, a bachelor's degree in administration and public policy (from Sapir College) and a master's degree in business administration (from the Peres Academic Center).

She loved her work at the Israel Police where she volunteered from the age of 15.
Yulia was a pillar of stability and strength for her family and her workmates alike.

Her personal story

Her service in the security forces

Yulia joined the police on May 1, 2007 as part of her mandatory service and served in the Negev region commander bureau in the Southern District.
After her release from mandatory service, she remained in voluntary permanent service at the region commander bureau.
Six years before her fall, she moved to the Southern Operations Division and was assigned as a bureau chief in the South District operations division, a position she held until her last day.

The circumstances of her fall

The circumstances of Yulia's fall are detailed in the commemorative bulletin dedicated in her memory by the Israel Police in the following words:
"The late warrant officer Yulia Waxer, may she rest in peace, bureau chief of the South District operations division, was hired to man the Re'im party compound's command post on Saturday, October 7. Yulia finished her shift at 06:00 and just when she was supposed to go home, the shelling started. Yulia was the first to report about the scope of the massacre to her superior, Commander Amir Klein. At 07:40 in the morning, Yulia sent the first message: 'There are many gunshot wounds here in the area, some managed to escape, some came to us and are hiding in the command post. Under constant fire, she described to him the number of terrorists, sent photos from the scene and directed the commander of the force sent in their direction by sharing her location on WhatsApp. All this she did in absolute calm, with only one thing in her mind - saving lives. Thanks to Yulia's reports, the magnitude of the incident and the number of terrorists were clarified and police and IDF forces were sent to the area. At the same time, Yulia made contact with the Southern District's operations division commander in order to clarify the urgency of the backup's arrival and indeed a tank was sent to the area. At 08:28, Yulia received a phone call from the commander of the force who was on his way to them, made contact with him and sent her location. Half an hour later, Yulia sends a message to her commander: 'Pray for me.' At 09:14, the last conversation between the two has ended. warrant officer Yulia Waxer, who in her regular role was a headquarters police officer and not a field personnel, became a warrior in this incident and thanks to her heroism many lives were saved.

After her fall, the police issued a statement as follows: "Yulia acted with strength and ferocity at the front in the battle of re'im."
Yulia's commanding officer, Commander Amir Klein, South District operations division commander, praised Yulia's task-oriented and responsible nature and the professionalism, composure and self-control she displayed while operating in the police command post in Re'im on October 7, 2023 during the terrorist attack on the Nova party that took place in the area. According to him, her professional reports to the police forces about the terrorist attack saved thousands of citizens and thanks to her, many rescue forces arrived at the scene of the disaster.

In her last message to her husband Shmulik, Yulia wrote: "Take care of the children. I love you".

Her character and personality

On the outside, Yulia projected the resilience of a strong, strict, "by the book" woman at home and at work alike. At the same time, however there were many soft spots in her personality. She was a true friend, a confidant, always cared for all her colleagues and respected everyone. She was a happy and cheerful woman who loved to laugh and travel.
Vardit, Yulia's co-worker, described her as "the beating heart of South Operations Division", and ""everyone's mother". She described how she took care of all her co-workers, and when it was necessary, scolded them...

Her legacy and commemoration

The Israel Police published a leaflet in Yulia's memory with her photos and dedications written by her co-workers in her memory.
Commander Amir Cohen, the Souther District commander, wrote the following words to Yulia's family:
"Dear family of the late Yulia Waxer:
On Saturday morning, the seventh of October 2023, Simchat Torah 2023, a war was imposed on us.
From the Gaza Envelope border, savages emerged into our settlements and penetrated into our homes, brutalizing, abusing, murdering, kidnapping residents, people, women and children, families, party-goers, citizens, human beings - facing the forces of death.
In one Saturday, in one shift, the police officers of the southern district, including the late warrant officer Yulia Waxer, were the country's shield.
In their actions and stories of heroism, they constituted a personal example, a symbol and a role model for Israel Police officers."
