Mor grew up in Sderot. She attended the Shaar HaNegev High School and served in the army as a recruit platoon leader in Camp 80. Mor was characterized by personal strength, she was a "Ninja", so ןit cams as no surprise to any of her acquaintances that she decided to enlist to the Israel Police.
Mor was engaged to David Fokal, a policeman in the Ashkelon police, where they met. David proposed to Mor in May 2023 in a moving surprise ceremony that he held in her honor at an event garden in Kibbutz Yad Mordechai in the presence of family and friends. The surprise was so successful that Mor arrived at the ceremony immediately after the end of her shift wearing her police uniform because she was sure she is being called in to an incident in the Kibbutz. The two planned to get married in June 2024 and even managed to sign a contract to buy a new house that they were supposed to move into in a few months. Mor wanted to establish a Jewish home based on the foundations of the Torah and keeping the Sabbath.
After her fall, David moved to serve in the Sderot Police and walked in her footsteps.
Mor joined the Israel Police on October 15, 2017 and served in the South District. Her first job was as a patroller at the Ashkelon station.
She later moved to serve in Sderot as a patroller at the police station in the city.
On the "Black Sabbath" on October 7, 2023, the morning of the Simchat Torah holiday, Mor was nearing the end of her night shift. Therefore, she was among the first police forces to encounter terrorists who infiltrated Sderot and attacked the police station in the city, intending to take it over. Mor ran together with Five policemen and a civilian, climbing up the station's roof station, and from there they fought the terrorists in a fierce battle that lasted about eight hours. The terrorists fired live fire at the policemen besieged on the roof and threw grenades at them, but Mor and her partners managed to neutralize every terrorist who tried to get on the roof.
Mor was armed and participated in the fight using only her personal gun. While fighting, she also treated a seriously wounded man and improvised a tourniquet for him from her shirt. In addition, she sent reports about the fighting situation and the condition of the wounded.
As the fighting progressed, Mor reported on WhatsApp to her commander, chief inspector Bar Manshuri, that they are running out of ammunition. While handling this unbearable situation, Mor also sent a message of reassurance to Bar, since Bar and the police officers who were with her were at the time subjected to a severe attack by the terrorists.
During the attack, Mor took a few moments to text with her mother on the phone. She managed to say goodbye to her and even asked that her mother take care of her beloved sister. Her last words to her mother were: "Mom, if I don't survive, know that I love you, I love father, and take care of Sapir for me."

Mor and her fellow police officers who fought and fell in the battle of the Sderot police station demonstrated bravery and courage. They protected the people of Sderot with their own bodies.
Mor was a people's person loved by all and will be remembered for her wide smile and radiant personality. She brought light and joy to life wherever she was and her rolling laugh was her hallmark.
Mor always put in the highest regard good virtue, honoring her father and mother and acts of charity.
On Mor's last shift on Friday evening, a drunk woman arrived at the police station and Mor took care of her and did not leave her sight until 04:30 in the morning. This behavior of hers is an example and a model of kindness and the value of giving to others that guided Mor in her life.
Mor's father, advanced staff sergeant major Roni Shakuri, was killed in the terrorist attack on Tarkomiya on September 1, 2024, 11 months after her death.
Mor's favorite song was the Israeli Orthodox singer Motty Weiss's "Good Thoughts". She identified with the central message of the song and made positive thinking a core value in her life.
On an illuminating sign that the police prepared in memory of Mor, the following words were written:
"Mor Shakuri, may god avenger her, protected her friends by her own body, with ferocity and supreme courage during a massive firefight, and administered first aid. She fought the terrorists until her last second. Until she ran out of ammo. Mor, you are a hero. In your death, we are obliged to preserve life. May you rest in peace.
